Overview

The Research Training Program (RTP) provides block grants, on a calendar year basis, to higher education providers (HEPs) to support both domestic and overseas students undertaking research doctorate and research masters degrees, known as higher degrees by research (HDRs).

The objectives of the RTP scheme are to:

  • provide flexible funding arrangements to support the training of domestic students and overseas students undertaking HDRs at Australian HEPs
  • deliver graduates with the skills required to build careers in academia and other sectors of the labour market 
  • support collaboration between HEPs and industry, and other research end-users
  • support overseas students undertaking HDR studies at Australian HEPs.

Students can be offered RTP Scholarships for one or more of the following:

  • tuition fees offset
  • stipend for general living costs
  • allowances related to the ancillary cost of research degrees.

Research masters students – period of support

RTP Scholarships are available to domestic and overseas students enrolled in an accredited HDR course at an Australian HEP. RTP Scholarships are available for a maximum period of 2 years for a research masters degree. 

Research doctorate students – period of support

RTP Scholarships are available for a research doctorate degree for a minimum of 3 years, up to a maximum of 4 years, at the discretion of the HEP.  

RTP funding is administered by individual HEPs who each have their own application and selection process. Students need to contact their chosen provider directly to discuss how to apply for the RTP scheme.

Research Training Program industry internship weighting

Through the 2021-2022 Budget, the Government announced the introduction of a RTP internship weighting. A weighting of 2.0 will be incorporated into the existing HDR completions weightings within the current RTP funding allocation formula. This will apply to each research doctorate student reported from 2022 as completing their course having undertaken an eligible industry internship. Eligible industry internships are at least 3 months long, consist of 60 full-time equivalent days of engagement, and are agreed in written form with a research end-user within 18 months of course commencement for a full-time student, or within 36 months for a part-time student.

HEPs, research doctorate students, and research end-users, have the flexibility to decide on optimal arrangements for each industry internship within the eligibility criteria, including the timing for their commencement.

Research doctorate student completion data collected from 2022 will be used in 2024 RTP funding calculation and allocation processes onwards.

This incentive will drive early engagement between industry, HEPs and research doctorate students, and will strengthen links between the latest research and industry innovation. It will also open a pipeline of highly skilled research doctorate students for employment in industry based, non-academic roles.

HEPs will continue to receive RTP funding for each research doctorate completion, irrespective of whether they have undertaken an industry internship. However, the additional 2.0 RTP weighting will only be allocated where an eligible industry internship has been undertaken.

Temporary measure for the Research Training Program to address COVID-19 challenges

In 2020, the Government enacted a temporary measure to enable HEPs to extend RTP periods of support by up to 6 months.

The COVID-19 relief measure allowed HEPs to provide students with RTP Scholarship extensions of up to 6 months for students whose research activities had been materially adversely impacted by COVID-19 restrictions. This enabled HEPs to support eligible research doctorate students for a maximum period of 4 years and 6 months and research masters students for up to 2 years and 6 months. This provision was only available to current students enrolled as at 1 March 2020, was at the discretion of HEPs, and must have been approved no later than 31 December 2022.

This extension can no longer be granted to students.

Guidelines, conditions and calculations

Australian Government funding is provided through annual research block grants to eligible Australian HEPs in accordance with section 46-20 of the Higher Education Support Act 2003 (HESA).

The Commonwealth Scholarships Guidelines (Research) 2017 provide the legislative basis for the provision of funding to this program and prescribes the conditions that apply to RTP grant amounts.

The 2023 RTP grant amounts allocated to participating providers is based on a formula that is reflective of their overall research performance.

The McCall MacBain Scholarships at McGill are Canada’s first comprehensive, leadership-driven scholarships for master’s and professional degree studies. The scholarship program brings together a diverse group of scholars who aspire to lead with purpose – those who have demonstrated leadership potential and an inner drive to make a positive impact in other peoples’ lives.

The scholarships were announced in February 2019 by John and Marcy McCall MacBain, through a landmark gift of $200 million. At the time, it was the single largest gift in Canadian history. Based on their work over the years with some of the top scholarships around the world – such as the Rhodes Scholarships in Oxford, the Mandela Rhodes Scholarships in Cape Town, and the Kupe Scholarships in New Zealand – they felt it was crucial that Canada have a comprehensive master’s-level scholarship that builds on, but is not limited to, academic excellence.

To be eligible to apply for our 2024 cohort, you must meet ONE of the following criteria:

  • You are a current student on track to earn your first bachelor’s degree by August 2024
  • You earned your first bachelor’s degree in the last five years (January 2018 or later)

  • Graduates from every nationality, ethnicity, gender, or age can apply for the scholarship.
  • In order to be eligible for the scholarship, the applicant must be enrolled and accepted in a full-time Stanford graduate degree program.
  • The applicant must be a newly enrolled student in a graduate program.
  • The applicant must have earned a bachelor’s degree in January 2017 or later.
  • In the case of applicants who are from the US military (active or veteran), their degree must be earned in January 2015 or later.
  • The applicant must fulfill these three criteria: 1) Independence of thought 2) Purposeful leadership 3) Civic Mindset.
  • TOEFL is accepted by all the Stanford graduate programs. However, the MBA program also accepts IELTS and PTE.

A Grade-Point Average (GPA) of 2.50 or higher on a scale of 4.00 or equivalent (For Non-Scholarship Applicants).

Basic application requirement for Ph.D. Programs:

An M.S. degree in engineering or science (after a four-year B.S. degree) from an institution whose graduate programs are equivalent to those of KFUPM, with a major in the proposed field or evidence of suitable background for entering the proposed field.

A minimum GPA of 3.00 on a scale of 4.00 or equivalent in both B.S. and M.S. degrees.

Basic application requirement for M.B.A.:

A four-year Bachelor’s Degree in from a recognized institution.

A Grade-Point Average (GPA) of 3.00 or higher on a scale of 4.00 or equivalent

At least one course in college-level calculus which covers both differentiation and integration.

A working knowledge of computers as evidenced by at least one course in that area (e.g. data processing, programming, information systems, etc.)

At least one year of full-time work experience. This requirement may be waived for applicants with exceptional academic records.

Description of Flinders University Scholarship

The Australian Government Research Training Program Scholarships (AGRTPS) (International) are specifically intended to support international students to undertake a Higher Degree by research at Flinders University. The AGRTPS includes an international tuition fee offset, a living stipend and Overseas Health Care cover.

Please note:  For visa purposes, the AGRTPS is a Commonwealth Sponsored Scholarship.

A limited number (up to 5) of AGRTPS are available each year and the scholarship round is highly competitive.  The AGRTPS is awarded to candidates who demonstrate outstanding aptitude for independent research. AGRTPS are considered on the basis of academic merit, academic research training and research indicators and performance.

The scholarship is tenable for up to three years for a Research Doctorate degree and up to two years for a Research Masters degree. Successful applicants are required to undertake full time study and must be commencing a higher degree by research in Australia for the first time.

Benefits In Flinders University Scholarship

The AGRTPS pays a stipend at the standard rate set by the Australian Government of $28,854 pa tax free (2022 full time rate). The AGRTPS also includes a Research Training Program place (RTP), which provides an off set for tuition fees for up to 4 years.

An AGRTPS student who moves to Adelaide from overseas is eligible for an establishment allowance (after arrival at Flinders) of up to $1,485 to assist with relocation costs and airfares, provided receipts can be produced by the student.

Awards will normally only be available to those who:

  • Be a citizen of any overseas country except New Zealand, and not hold Australian citizenship, Australian permanent resident status or New Zealand citizenship; and
  • Intend to commence full-time study for a higher degree by research in Australia for the first time, in the year for which the award is to offered.
  • Students who commenced their higher degree by research in the previous year but who, due to the timing of their application for admission and subsequent enrolment, were unable to apply for an AGRTPS in that year. OR
  • commenced a higher degree by research and terminated that enrolment within six months of commencement, may be considered; and
  • Intend to enrol in an area of research concentration.  These are areas in which the University has particular strength, has concentrated its research resources and has attracted external funding; and
  • Satisfy all entry requirements for a higher degree by research, including the English proficiency levels in accordance with the English Language Proficiency Requirements for HDR Candidature

All applicants are required to read the application guidelines provided below before submitting an application.


Incomplete applications will not be accepted.

To ensure your application is complete and competitive, please read and attend to the following:

Research Supervisor
You must make contact with an academic staff member  and have an informal agreement from that person to supervise you if successful. Email evidence of the supervisor’s agreement should be included with your application. Applicants who do not have a supervisor at the time of application will not be considered for an AGRTPS/FIPRS.

Publications
You must include evidence that you have published; you may include up to five of your publications with your application.
Each publication must be accompanied with a completed coversheet; publications without coversheets will not be considered. Publications will be used to judge the quality of previous research in the area that you intend to study at Flinders University.

Applicants with more than five publications should consult with their Flinders University supervisor and select the top five. Explain briefly why these five were chosen. Do not provide more than five publications. Additional publications may be noted on your CV or in a separate list. Coversheets are not required for publications listed on the CV but not included among the top five.

Typically, only publications in English should be included among the top five. Publications in other languages will be accepted only if the nature of the publication (for example, a report to a government agency) dictates that another language is most appropriate.

Publications must not be more than 5 years old

Please note, due to the highly competitive nature of the AGRTPS, applicants who have not published are unlikely to be competitive.

Academic Transcripts
You must provide certified copies of all university level academic transcripts, translated into English, please do not provide secondary school certificates or non educational certificates or awards.

Research Proposal in Flinders University Scholarship
You must include a research proposal of approximately 500 words in length, outlining the problem, hypothesis or question and the methodology or approach.

Academic Referees
Complete Section A of two copies of the Academic Referee’s Confidential Report forms and forward them to two appropriate referees of your choice.  If possible the referees should have an informed, personal and professional knowledge of your academic ability and be able to exercise judgment of your research potential. Indicate on your application form who the Referee Report forms have been sent to. Academic Referee reports must be returned to rhdscholarships@flinders.edu.au by the application closing date.

Curriculum Vitae
An updated CV outlining your work experience, all research experience, and a full list of cited publications should be included with your application.

Format & Language
All documents must be uploaded via the application portal, and should be in English.  Please save as a PDF and scan and save in the correct orientation. Please name all documents with your family name and document name, for example: name_Transcript, name_publication 1.

To apply for an AGRTPS and FIPRS, you will need to first submit an application for admission to a Higher Degree by research (PhD or Master of Arts by research) followed by an application for the International RHD Scholarship Group.

If you already have a valid offer for admission to a Higher Degree by Research, you no not need to apply for admission again.

Once you have completed a registration, you will be able to log back into that portal to complete your application for admission.

A Flinders student ID is created within 1 hour after a registration has been submitted – you will need to take note of this number.

How to apply for Flinders University Scholarship

You will need to activate your account using the Student ID from your registration and your date of birth provided at time of registration: https://activate.flinders.edu.au/main

Once you have activated your account, you will receive a Flinders Authentication Name (FAN), you can then submit your application for the international HDR scholarship group.

  • log in to your OKTA dashboard via the quick links on the Flinders website 
  • Select Student System
  • Select the My Scholarship tab
  • Select the Create a new scholarship application button
  • Select 2023 from the search and select the International RHD Scholarship Group

If you have studied at Flinders University but graduated more than 12 months ago you will need to reactive your FAN via the FAN reactivation page.  With an active FAN you will then be able to submit your application for scholarship via the Student Information System as advised above.

If you have previously applied to study at Flinders, you will be able to reactive your FAN via the FAN reactivation page, you will need to enter your Fist name, Last name, date of birth and your student ID, normally found on any letters sent by the university to you.  The system will be able to identify you more accurately if you can enter your student ID.

Once your application is complete, including all mandatory questions and documentation, your application will be assessed.  Assessment will commence once applications have closed.

In your final year of high school and expecting a high ATAR? Make the most of it with a Melbourne Chancellor’s Scholarship. Or if you’re worried about your ATAR, check out Access Melbourne’s special entry places. If you want to live on campus but need financial support, our residential colleges award around $6.5 million in assistance each year. And if you’re relocating to Melbourne from outside Victoria, our Melbourne National Merit Scholarship offers $8000 to eligible students.

Eligibility

To be eligible for this scholarship, you must:

  • have applied for and meet the entry requirements for a graduate research degree at the University of Melbourne, or be currently enrolled in a graduate research degree at the University of Melbourne

Selection criteria of University of Melbourne Scholarships 2023

All domestic students who are offered admission to a Masters by Research or doctoral degree (PhD) at the University of Melbourne will receive a Research Training Program Scholarship (Fee Offset).

Graduate Research Scholarships that provide a stipend as well as fee offset are awarded to domestic and international students based on academic merit. Eligible applicants are scored and ranked according to their academic achievement of their last completed degree and their research potential in their field of study. Factors such as completion of a degree at the same level of the research course for which the scholarship is sought, relevant professional experience, refereed publications, specialist medical qualifications or composition of original music may be taken into consideration.

These scholarships are subject to the Graduate Research Scholarships Terms & Conditions (as amended).

  • Application process

If you are a new student and have applied for a graduate research course by the application closing date for that course, you will be automatically considered for the Graduate Research Scholarships. You will receive a notification that a scholarship application has been added to your record within ten business days of having submitted your course application.

If you have accepted a graduate research course offer and deferred commencement in order to be reconsidered for a scholarship, you must submit an online application form by 31 October to be considered for a scholarship in the following year. You will receive a notification that a scholarship application has been added to your record within ten business days of having submitted the online form.

If you are currently enrolled in a graduate research course for which you seek a scholarship, you must submit an online application form by 31 October to be considered for a scholarship in the following year. You will receive a notification that a scholarship application has been added to your record within ten business days of having submitted the online form.

  • When will I know the outcome?

Domestic students will receive an offer for Research Training Program Scholarship (Fee Offset) as part of their course offer.

Offers for Graduate Research Scholarships that provide a stipend and fee offset are made separately but around the same time course offers are made.

Melbourne Research Scholarships (MRS)

This scholarship is available to high-achieving domestic and international students undertaking a Masters by Research degree or doctoral degree.

Australian Government Research Training Program (RTP) Scholarships

Provided by the Australian Commonwealth Government, this scholarship is available to high-achieving domestic and international students undertaking a Masters by Research degree or Doctorate by Research degree. See also the University’s RTP Scholarship Policy.

What are the benefits? University of Melbourne Scholarships 2023

Stipend and fee offset scholarships

  • Full fee offset for up to two years for students undertaking a Masters by Research degree or up to four years for students undertaking a doctoral degree.
  • Living allowance of $34,400 per year pro rata (2023 full-time study rate) for up to two years for students undertaking a Masters by Research degree or up to 3.5 years for students undertaking a doctoral degree. The living allowance may be indexed annually and includes limited paid sick, maternity and parenting leave.
  • Relocation grant of $2000 for students moving from States or Territories other than Victoria or $3000 for students moving from outside Australia.
  • Overseas Student Health Cover (OSHC) Single Membership for international students who require a student visa to study in Australia

Fee offset scholarships

  • Full fee offset for up to two years for students undertaking a Masters by Research degree or up to four years for students undertaking a doctoral degree.
